Instructions
Melt the milk chocolate in a double boiler and heat the Nutella (you can prepare nutella at home following this recipe here) in the microwave for about 15 seconds. Mix well, remove from the bain-marie and add the spoon of sifted cocoa powder. At this point, once the mixture is smooth, add the chopped hazelnuts. Let cool in the fridge for about an hour. 
 
Take the mixture out of the fridge, form little balls and place a whole hazelnut on top of each one, pressing down. Place them back into the refrigerator for about half an hour and in the meantime, melt the dark chocolate in a double boiler. With the help of a fork or dipping tool, dip the base of each ball in the melted chocolate and place them on a rack back in the fridge for 15 minutes. 
 
You can serve them in little boxes, paper bags or small fluted paper cases. Baci Perugina are also famous for the messages written on little pieces of paper wrapped around them,  to reproduce the whole experience you can prepare your own messages,  wrap them around the Baci and then wrap everything in alluminum foil.
